Jack H. Raber, Pharm.D. is a native and lifelong resident of Long Beach, California. After graduating from pharmacy school, Jack worked for many years as a staff and clinical pharmacist at St. Mary Medical Center in Long Beach. During that time, he served as an Assistant Clinical Professor at the USC School of Pharmacy where he was the preceptor for their cardiology and critical care rotation for Level IV students. He also participated in two Phase III drug studies, published a newsletter on therapeutics, was a member of several medical staff committees, and served on the hospital’s speakers bureau.
Later in his career, Jack became the Director of Pharmacy at Charter Hospital of Long Beach, a 227-bed freestanding psychiatric hospital specializing in acute and chronic mental illnesses of adults, adolescents, and children including chemical dependency. He also served as a regional vice president of the management company responsible for their pharmacy services and in this capacity, oversaw the company’s pharmacy operations in California, Nevada, Arizona, and Utah.
During that time, Jack founded Clinipharm Services, a consultancy specializing in pharmacy operations, pharmacy risk management, and pharmacy and pharmaceutical-related litigation. Representative clients include hospitals and health systems, the United States government, state attorneys general, municipalities, and attorneys specializing in healthcare law. Since 1993, he has been involved either as a testifying expert, a non-testifying consultant, or an advisor in hundreds of cases nationwide related to pharmacy practice, pharmacy law, pharmaceuticals-related hospital and medical malpractice, improper dispensing of controlled substances, and insurance fraud. Through Clinipharm Services, Jack is currently a pharmaceutical services consultant to the City of Los Angeles Medical Services Division and the Department of Water and Power. Prior to that, he was a pharmaceutical services consultant to the Medical Advisory Panel of the Farmers Insurance Group. Jack also has extensive experience as a nursing home pharmacy consultant. As such, he is often called upon to testify regarding standards of care in the provision of long-term care pharmacy services and assists in fraud audits of pharmaceutical billing.
Jack also does work in the managed care setting where he has been a retained consultant to several local and national membership organizations that represent providers of managed and capitated healthcare. Among the services he provides to these organizations is acting as a liaison between them and health insurers, pharmacy benefit managers, and pharmaceutical manufacturers, serving as an advisor to their Pharmacy and Therapeutics Committees, overseeing the production of their prescribing guidelines, and conducting educational programs on provider management of the pharmacy benefit (“risk sharing”). From 2010 to 2014, Jack was retained as a pharmaceutical services consultant to the company tasked with auditing the Pre-Existing Condition Insurance Program (PCIP), the precursor to The Affordable Care Act.
Throughout his career, Jack has been active in pharmaceutical education in one form or another. In addition to acting as a clinical professor at the University of Southern California, from 2004 to 2018, he taught on-site classes in pharmacy risk management and law at USC. Jack is currently a faculty member of PBI Education, a Jacksonville, Florida-based company specializing in continuing education and professional license remediation where he teaches the pharmacy law component of their ethics course for pharmacists who have been disciplined by their licensing boards for unprofessional conduct.
When not engaged in professional practice, Jack enjoys spending time at home with his wife Cyndi and their two cats. A classical music devotee, he and Cyndi frequently attend live performances at the Hollywood Bowl, Walt Disney Concert Hall, and the Orange County Performing Arts Center. They especially enjoy traveling to New York to see Broadway plays. Jack is also an avid reader and an aficionado of old movies and documentaries. But above all, he is an enthusiastic supporter of athletics at his alma mater, the University of Southern California, where he has been a decades-long football season ticket holder and rarely misses a home game.
